Greenwich P&Z approves four projects, defers two contested ones
Planning and Zoning · Meeting of April 28, 2026
Greenwich P&Z approves four projects, holds off on two contested ones. The commission unanimously approved a new home at 9 Brook Drive, a lot consolidation at 151 Old Church Road, added parking at the Hill House senior residence on Riverside Avenue, and a zoning text amendment for below-market-rate housing units. But a proposed home at 14 Egleston Lane in Old Greenwich's Shorelands, contested by neighbors over flood risk and tied to pending Superior Court litigation over the lot's status, was pushed to May 12.
Attorney Lisa Fineberg pegged the house at 2,862 square feet; opposing counsel Brendan Liberati cited roughly 3,497 square feet. Commissioner Wells warned "the water rises" when structures displace flood volume. TPF Homebuilders' 18-home Davis Avenue and Home Place development also stayed open after residents raised blasting and traffic concerns, with one saying, "this road has no egress."
